This regulation was put into place to protect children 13 and under on the internet. This regulation puts the parents in charge and in control. Allen Brokken writes middle grade fiction which is targeted to this age group, but the website and blog is marketed to the parents, not the children. Allen Brokken does not knowingly collect personal information from children 13 years and under.
